Christophe Larouer, a dual French and American national, is a former lawyer with extensive experience in developing thought leadership and strategic narratives for high-level government and business leaders.

Before joining ITU in April 2017, Christophe worked at the U.S. Mission to the United Nations, writing speeches for Ambassador Pamela Hamamoto. Prior to this, he worked at Royal Dutch Shell as an Executive Speechwriter for the company’s Executive Committee members, including Shell CEO Ben van Burden.

Christophe also spent four years in Paris working as an Executive Communications Consultant and eight years in Washington D.C., where he had the opportunity to write speeches for U.S. Supreme Court Justice Stephen G. Breyer.

Admitted to the New York Bar, Christophe Larouer received an LL.M in International Legal Studies from Georgetown University. He is married and has two children.
